English In the context of responsible fisheries resource management, the ObsMer program plays a pivotal role. It enables the collection of essential scientific data directly at the source: aboard commercial fishing vessels. But what exactly does the job of an onboard observer entail?
A Bridge Between Science and the Reality of Fishing
The onboard observer is neither a fisheries inspector nor a crew member. Their role is purely scientific: they are there to objectively document what happens on the fishing decks. Under the auspices of Ifremer and DGAMPA, they collect data that is essential for implementing the European Union’s Common Fisheries Policy (CFP).
Missions: Rigorous Data Collection
The observer’s mission is based on a strict methodology to ensure the quality and representativeness of the data:
1- Characterization of catches: The observer estimates catch volumes, whether retained (marketed) or discarded at sea. This distinction is crucial for assessing the actual impact of fishing gear.
2- Monitoring of sensitive species: The observer records any incidental catches of protected or endangered species, such as marine mammals, turtles, or certain seabirds.
3- Documentation of ecosystems: Observers identify indicator taxa of vulnerable marine ecosystems (VMEs), thereby helping to better target areas in need of protection.
A Day in the Life of an Observer
An observer’s work begins well before setting out to sea. Thorough preparation is essential, including checking safety equipment, ensuring medical fitness, and carefully planning sampling activities using the WAO app.
Once at sea, respecting the crew and maintaining safety are paramount. The observer follows a sampling protocol in which each fishing operation is closely monitored without hindering the fishermen’s work. The collected data is then entered and processed using the Allegro software, ensuring a seamless flow of information to scientific databases.
Why is this so important?
The accuracy of the data collected by observers enables authorities to make informed decisions. Whether it involves modifying closed areas, improving gear selectivity (such as net mesh sizes), or adjusting quotas, every decision is based on the reality observed in the field.
